University of Florida law professor Jon Mills, the original author of Amendment 2, helped People United for Medical Marijuana revise the amendment in order to collect signatures to get the new amendment on the ballot for 2016. Amendment 2 sought to legalize marijuana for those suffering from severe medical conditions. Mills said that the new amendment provides clarity for everyday people reading the proposal.
In the 2014 elections, 3.3 million people voted in favor of the original writing, but it fell short of passing by 2 percentage points. Mills stressed the revised version is for debilitating conditions only. He is optimistic the proposal will pass with its new language despite opponents who are fundamentally opposed to the concept.
