A study by the American Press Institute concludes that 6 in 10 people prepare to vote by only reading headlines.
This lack of research can easily mislead voters on issues such as solar power usage, which is on Amendment One of the ballot.
The language in this amendment passed the Florida Supreme Court voting 4 to 3, and Justice Barbara Pariente, who dissented the ballot's language, called it "a wolf in sheep's clothing for solar energy advocates."
